Albany budget stumbles over bail reform.
Transcript
Automated transcript · uncorrectedWell, it’s April first weekend. The state Senate, the State Assembly, the governor, the budget is due. What the heck is going on this weekend with us? Today is the Star Reporter reporting on Albany from New York Posts. We had dack n Williams Jack filling the all in the office.
Is there a deal?
We’re gonna be safe in the future.
What’s going on? Thanks?
Thanks for having me. Well, there’s not gonna be any budget deals today by the April first budget deadline. You know, two top issues that really held up the budget hawks or anything else to really get negotiated.
Bail and of course the governor.
Taffy local artificial housing plan. Both of them are based some pretty touch resistance, and they’re going to the majority led by Hasty and big Senate majority Andrews to her cousin. And you know, bail in particular, it’s just, you know, such a touchy issue.
You know, you got the.
Prosessive left in the legislature. They hate the idea of rolling back or otherwise losing any linus on cash bail, especially given all the reforms that they passed in twenty nineteen and from the subsequent changes they made since then, but the governor says, she says she is going to keep Shane and claimed on Friday, we’ll speaking of reporters
that you know, there was at least some productive conversations around her cash fail proposal, you know, just still may not. It looks like the Assembly might be more willing to playing ball with her on this issue of the space was but publicly known, you know, a couple of days back they reported the released counter proposal, and the Street
Senate either is or at least is wants to appear to be the one that’s really you know, holding out on cash, on on overhat owing the bail laws, and you know, it’s just gonna come down to which.
Side might get in first, and that could you know, release step the.
Zone to the rest of the budget negotiations.
You know, people don’t understand what it means there is no budget. There’s a provision of put in by either Governor Cromo or Governor Patterson that if is no budget by April first, then the state Assembly in the state the Senate, they don’t get paid. What other repercussions are thereby have been a budget.
The new Pistol Europe begins on Able first, and typically well, and if they do not pass a new state budget or some type of budget extended by the siths, then that means sleep workers are gonna missipation or at least will be still delay. Now, if they hold up a bit long, this is twelve thats legislators will get paid.
And that’s when things to get.
Really really interesting. So those like the or you know, or or some of the feel that would be directly affected.
By the inability of polity Democratians pack the budget by say mid Eightril. Now, the consequences would grow with time, but it kind of comes down to, of course, just like at a federal level, does you know, does everyone involved past a budget extender which would just kind of keep things going along the same funding lines as they’ve been,
you know, if they currently are or little the state government shut down. Now you are alluding to some kind of older history from when that David Patterson was governor more than a decade ago, and he kind of developed sucking novel in how the governor approaches the legislature.
He saw that with those.
Spending extenders, you know, the legislature, they can’t change those. They can just both yes, they can vote no and he said this whole budget and basically made it the budget expender instead of you’re either going to hope to my budget or you’re gonna shut down to be government and possibly deal with the political blowback for that.
And so he did that until you know, he got insssion.
Thousand lawmakers and that since then, that’s really been kind of the elicit threat of what a governor would do in a the old pleasure showdown.
I’ve been supporting governor Hotels and because I want twenty million New Yorkers to be safe versus two thousand and three thousand violent criminals. I mean, I don’t understand the State Senate and the State Assembly. Whose side are you on?
Twenty million New Yorkers don’t want to be safe and not leads or you know, three three thousand violent criminals that don’t deserve to be walking around society.
Well, in terms of the politics, that comes down and whose constituency are who? You know, the governor has a statewide stituency.
All twenty from odd million.
New Yorkers out there, you know, individual lawmakers they got like, you know, one hundred and fifty thousand constituents or eighty thousand whichures more or less they think in the Assembly. So you know it’s again technom when from when either the governor or the legislature, you know, approached this, you know, they got to thinking of who’s kind of counting.
Me on this?
And you know, we were mentioning the leaders, the Assembly speaker of the majority leader in the state Senate. They got constituencies too, and those are the individual mommis. You know, I think it’s pretty stafe to stay that local compared to a hazy it’s much more ideologically.
Supportive or you know, a kind of a pragmatic approach to day or whereas.
They you know, really believe in the reforms they passed, and so do a lot of their members.
And while the legislative leaders are powerful, they.
Can never really go too far in front of their seeds or place to mix the metaphors, too far ahead of their members, because you know, in the end, if they don’t have the consensus of their numbers.
Things get a little chaotic.
And if you’re in the business of hurting packs like those two folks are its through your cousins, you know, you do not want to chaos in your legislative conference. And it appears, you know, at least right now with bail, but they’re being very careful to try to get a budget day on the vocal. Don’t give away too much
at first, you know, remember, do you give it everything you want on bail? Where’s your leverage for lesson budget negotiations. You know, there’s a lot of important stuff there. Public spacey of course matters a lot, and so the pat of games. But you know you’ve got school funding in there.
You got you know, everything from the Department of States to the Department of Veterans Affairs and everything else does. There’s a lot of stake here, kind of like a poker game. Maybe you’ve got three people kind of lookt at each other and you know, try trying to read each other and see, you know, every little raised by
brow of Blake from sint me and uh, I guess that’s pretty much later.
It is playing.
It’s pretty cool right now. Maybe this made it ahle B long enough to get some Confessions of the Ring.
Zach, thank you for the update. Well hopefully maybe we’ll talk to you Monday or Tuesday to find out that spends any progress and have a great rest of the weekday.
That’s great. Thanks for having me
