Speaker 1 Sunday Morning. Wit us is one of the greatest police commissioners the NYPDAN, the New York Police Department ever had Raymond Kelly, and he is retiring now while nobody ever retires. He’s working with the Guardian Group and he’s the CEO and Commissioner Kelly, You’ll always be a to my commissioner.

Give us a n update. Thank you.

Speaker 1 What’s going on in New York with the gangs? With Times Square overall? And in. With the thing is are they the people that are saying that crime is down? Is the numbers being manipulated because maybe because some of the officers don’t want to make the arrests or you you fill us in.

Speaker 2 Yeah, well, these gangs are definitely a scourge in Times Square. Another place they have a football in all five boroughs, and of course someone it gets the most notoriety as a trend day Arragua. They’re from Venezuela and they know this system very well. Here they’re using kids, using eleven, twelve, thirteen year olds to premit crimes because they know that

the age of adult responsibility in New York is eighteen, so they’re operating well under that. And also the sanctuary city rules don’t allow them to go into the tents that they’re being going to the hotel that they’re living in, so their intelligence is limited, and they have security guards in there that hired, but they don’t do very much.

They come from all of the country apparently, and they think they’re not really doing anything inside this. So what’s happening is these gangs have kind of transformed into doing snatches and street robberies or and they’ve grown into using guns, pointing guns and at people and tourists in particular. Are you know, are any targets for them they operate The

one one that apparently is the most troublesome is his friendly words. They said they operate out of the Roosevelt Hotel. We know that they have a presidence in Chicago, the presidence in al Paso. And there’s definitely, I think a reason to have federal intervention here because of the national reach that this group apparently has.

Speaker 1 Isn’t it horrible? How can our government, the Biden administration? But I just don’t understand. I can understand. We want uh immigration. I’m an immigrant. I believe in immigration. Somewhere back there you were in your family was an imag but to bring in criminals. I don’t understand, actually.

Speaker 2 You know, I don’t understand that either The only reason can be to get voters into the onto the voter les. What else could it be. Why did you just leave the gates wide open without any wetting or very.

Speaker 1 Much terrorizing our citizens.

Speaker 2 Yeah, yeah, and that’s exactly what’s happening, because you know you’ve got a skull but that the tourists are really backing off from Times Square. We know that the hotel rooms are taken by these gangs almost half and the city has contracted for three years of hotel rooms, so they’re going to be around for a while, at least

at least four years. So it is a problem that cops can’t get the right information or something not intel information where they would they would like to get. Uh, it’s it’s uh. Cops, as they say, are limited in what they could do by the sanctuary city regulations apparently, and that would be something that would be very very

high I’ve talked.

Speaker 1 To Judge Weinberg. I’ve talked to as to Judge Weinberger, and we should look into it. There’s really not any official sanctuary city other than just discussing it or I don’t know myself.

Speaker 2 Well, apparently it’s in the law, a state law that was that was passed, so somehow that has to be changed. So it’s an issue for the legislature, but nobody, nobody is asking for that now as far as I know. Yeah, it did surfaced a couple of months ago and then it sort of drifted away. So yeah, we need to

get rid of that because it’s really adding to the to the problem. And you know, there’s no discrete way of capturing the information as to who is arrested. There’s no category of illegal migrant that you can you can put down someplace, so it’s a guest as to what they’re doing. But cops say that about seventy five percent

of their arrest in the two Midtown precints Midtown North in Midtown South, you know, are significant. There’s a seventy five is a very heavy number. But you can’t officially get that that information, So they’re a scourage understood.

Speaker 1 Anything else you want to tell the American people, because what’s happening, Commissioner, what’s happening in New York. I’m sure it’s happening in San Francisco. I’m sure it’s happening in Chicago. I’m sure it’s happening in Los Angeles, Atlanta, Philadelphia. Is is this an invasion of our country?

Speaker 2 Absolutely? And what is said is reason for the federal government to get involved, you know. And PD New York Police Department is hurting for police officers. Yes, it’s a big department, but it’s a very complex city that they please, so they don’t have enough cops to adequately police these people.

And I think the federal government would be a major health of the task force put together to address it. They have more tools as far as sedle laws of concerns.

Speaker 1 So this is a national problem, not just New York for me. And I know the other big problem. You were an expert in Haiti, because was it President Glettan to sent you down, Yes, and things any better down there? Meanwhile, things are so bad down in Haiti. Why are they bringing those Hatians to the United States?

Speaker 2 Because there’s an assumption on the part of the federal government that they need asylum because by definition, they are in danger in Haiti. So there’s thousands upon thousands of them are coming to the US and things are worse than Haiti. A question about it they had got a thousand Kenyan police and troops go there and so far

they haven’t made any impact. They are not engaging. That’s the feedback that I get that they’re staying away from the gangs. We know that the gangs have taken over certainly taken over Port of Prince, the capital, but they haven’t done much to lessen the violence there. So that’s that’s the reason that they’re bringing them in. And by

the way, you know, they have a special dispensation. They’re coming in under a probe that gives them basically a green card or for two years anyway, so they are flying, they fly them in and that’s what happens is you know, in Ohio, and it’s just happening now in the other cities.

But that’s an awful lot of people to put into one town, one small town, so it’s no easy answer here.

Speaker 1 Well, Commissioner Ray Kelly, and thank you so much for filling in all the American people, and God bless you and God bless America.

Speaker 2 Thanks so much, John for talking to you.
